The first step is the visual inspection of the entire vehicle.
In particular, check that the tires are inflated correctly, as they may merge during winter. Then check all the rubber hoses in the engine compartment, where they can often break and disintegrate during the winter.
Then check the battery
It may discharge during winter. If necessary, charge the battery so that it is ready at the time the vehicle starts.
Then check the level of all liquids and oils.

Check that the handbrake is on
Put the brake on then try to push the car a few inches. Then apply the handbrake and push the car again. It should not be moved. Check foot brake operation. Allow anyone to push the car by handbrake while pressing the brake pedal. If the vehicle does not move, a pre-check is fine.
Check it outdoors
When the weather dries, move the car out of the garage, as many small defects that will not pass the time in the garage will be revealed in broad daylight. Wash the car to remove dust and dust. Start the car to check the engine
